Leadership & Envoys

H.E. Dr. Kwon O-Kyu is Chairman of AKEDA and a former Deputy Prime Minister and Minister of Finance and Economy of the Republic of Korea. His public-service career includes service as Korea’s Ambassador to the OECD and senior economic and policy roles in the Office of the President. He brings experience in national economic policy, public administration and international cooperation to AKEDA’s engagement with African and Korean institutions.

He studied economics at Seoul National University, earned a master’s degree at the University of Minnesota and holds a doctorate in economics from Chung-Ang University. His background informs AKEDA’s approach to sharing Korea’s development experience in support of African national priorities.

Si Woo Chung is Secretary General of AKEDA and Chairman and CEO of BKB. He has led businesses spanning energy, biotechnology and international development since 2001. His experience includes the development of cooperation frameworks and project opportunities in Mozambique, Mongolia, Myanmar and Romania, encompassing power generation, urban development and industrial infrastructure.

His work has involved memoranda of understanding, feasibility-study arrangements, local subsidiaries and joint ventures, connecting Korean capabilities with overseas institutions and partners. He holds a master’s degree in environmental engineering and has participated in Korea–Mongolia and Korea–Myanmar civic cooperation. At AKEDA, he brings this experience to institutional coordination, energy cooperation and the development of long-term economic capacity.

Jean-Miguel Cirhuza Bisimwa is a Congolese lawyer admitted to the bar in 2006 and founder of Jean-Miguel Cirhuza Bisimwa and Partners Law Firm. His practice covers investment, company, mining, hydrocarbons, and property law. He has advised international organizations and businesses on establishment and investment activity in the Democratic Republic of the Congo.

He previously advised the Governor of South Kivu on legal and administrative matters. His work includes support for Korean investment initiatives and representation of AKEDA in its investment projects in the DRC.

Woon-Sik Ha brings extensive leadership experience in Korea’s power and industrial sectors. His career began at KEPCO and includes extensive service with GE Energy, with responsibilities as Korea CEO and General Manager of Asia Contracts, alongside assignments in the United States, Asia headquarters, China and Korea. He subsequently led Johnson Controls International Korea and GE Renewable Energy Korea, before taking leadership of BHI’s Overseas Business Division in 2025.

His experience connects international business development with the practical requirements of industrial cooperation. He holds a master’s degree in marketing management from Hanyang University and a bachelor’s degree in electrical engineering from SeoulTech, and received a Minister of Industry Commendation in 1993.

Jeong Yung Chul brings more than three decades of experience in Korea’s power sector, spanning KEPCO and Korea Western Power Company (KOWEPO). He served as KOWEPO’s Acting CEO and Executive Director for Planning and Management. At AKEDA, he combines this operational and management experience with his responsibilities as Vice Chairman and Chair of the Energy Committee.

His background supports AKEDA’s engagement on energy resilience and cooperation between public institutions and industry. He holds an MBA from the University of Washington’s Foster School of Business and a degree in international trade from Dong-A University. His distinctions include a ministerial commendation for renewable energy development in 2008.

Sérgio João Teixeira Congo is AKEDA’s Special Envoy for Angola and works with the Embassy of Angola in the Republic of Korea. His academic background at Korea University connects science and technology studies with public administration and digital transformation. His doctoral research examined the adoption of e-governance by public-sector employees and its relationship to organizational performance in Angola.

His published work also addresses information systems management. This combination of institutional engagement and research provides a relevant perspective on AKEDA’s cooperation priorities in knowledge exchange, public-sector capacity and data management.

Jerónimo Jacinto Nhussi is AKEDA’s Special Envoy for Mozambique and Head of the Knowledge Management Department within the EDM Academy Directorate at Electricidade de Moçambique (EDM). He holds a master’s degree in Geographic Information Systems and Natural Resource Monitoring and a bachelor’s degree in Systems Analysis. His experience spans knowledge management, information systems, project management and skills development, including leadership of technical and corporate systems, commercial systems and electricity prepayment systems.

He also brings expertise in public–private partnerships and works to identify and develop business and investment opportunities in Mozambique. His background includes higher-education teaching and specialised training in leadership, knowledge management, IT governance, databases and GIS. This combination of energy-sector experience, digital systems and investment development supports AKEDA’s cooperation on economic capacity building and institutional partnerships.

Danial Siddiqui is an international financier focused on sovereign development, institutional capital and development finance. His work connects governments, financial institutions, multilateral and development organizations, and private-sector partners to structure funding for infrastructure, energy and productive economic capacity.

As Global Advisor, Institutional Finance & Banking at PVBLIC Foundation, he advises on capital mobilization, public-private partnerships and funding pathways through multilateral channels. His experience includes institutional liquidity strategy and coordination with central-bank, settlement and international finance counterparties. A member of the Bretton Woods Committee, he brings this perspective to his role as AKEDA’s Advisor, Sovereign Liquidity and Economic Policy.

Joseph Lee is an investment banking and capital markets professional with 20 years of experience across mining, energy, and infrastructure. He serves as Special Envoy for PVBLIC Foundation and as AKEDA’s Advisor, Policy, Finance, Mining and Energy.

His work includes extensive engagement with state-owned enterprises and public institutions in Southeast Asia and Central Asia on capital markets, data management, and mining policy. His regional experience spans Southeast Asia, Central Asia, Oceania, and South America. His educational background covers law, applied finance, and actuarial science.
